People usually say that Kamui is special to obito and Kakashi's Ms.. however no. It can be learned by any MS uchiha. Only if Madara and Itachi knew how to unlock the technique, they would have been too raw.

Yes really, since it was shown that Obito used Kamui before Kakashi did [Rin murder]. All Kakashi is doing, is using the power of Obito's eye as it was. It's the same as how the power of Shisui's eyes [Danzo's eye and the bird's eye] are considered the same [Koto'Amatsukami], even though there are slight variations.

It never tells you that anyone can awaken that technique by training; it's saying Kakashi can only use the technique by preparing as much chakra as he can. That's where the fan scanlation goofed. It's been confirmed many times now that Kamui is Obito's unique power.
