I could see a scenario where Kakashi wins.
FTG is not an at-will teleport, it requires teleporting to one of Minato's kunai. Kakashi's sharingan tracks the kunai in flight and he anticipates the teleport and has chidori or raikiri (which btw require no hand seals and can be formed in both hands simultaneously) waiting for Minato. If Minato litters the battlefield with kunai, Kakashi counters with clones and substitutions. Minato's rasengan is not infused with a nature affinity, so chidori is probably equal to it, and raikiri is superior. So then we're left with Minato's base speed vs the sharingan. We've seen how raw speed vs the sharingan has played out before. I'll grant that Minato's speed means that Kakashi doesn't have time to form hand seals, but the flip side of that is that any time Minato tries to form a hand seal Kakashi can simply copy it to counter it.
If Kakashi tries to use his sharingan offensively (kamui) I think he misses and loses as a result.
That said, Kakashi is an underdog, but it isn't a curbstomping. No, I don't buy the arguments that A would beat Kakashi and Minato would beat A therefore Minato beats Kakashi. I also don't buy that because scissors beats paper, and paper beats rock, that scissors beats rock. Its an issue of how they match up, and this is a more difficult matchup for Minato. I think it'd be a fun fight to watch.
