Mid kage level
When it comes to pitting him against the other kages, I do believe he can defeat them, but Onoki..... he would probably be more of a challenge.

At this point, he is Kage level even without Kamui.
Only the likes of gated Gai, Naruto, Minato, shrouded Raikage, and Tobirama (maybe) fully outclass him in regular movement speed, and that's not exactly an insult. His Taijutsu is also top notch given his DB score and his track record of consistently sparring with Konoha's best Taijutsu user. He has the jutsu versatility (access to three elements with short, mid, and long range techniques at his disposal) to counter most jutsu and the intelligence to implement that versatility and make it matter. His Doton and clone feint combos have worked against top tier Dojutsu users like Nagato and Itachi. Chakra is no longer an issue given his ridiculous track record in this war, but of course some uninformed people still think we are in Part I of the series.
With Kamui, you're giving him an instant win button - its effectively the fastest offensive technique in the manga, and the second fastest technique in general after Hiraishin. Nobody barring FTG users, Naruto, and perhaps the Raikage have a chance at dodging Kakashi's current Kamui. His ability to warp himself between dimensions pushes his lethality even farther up given he can now hide and pull off effective sneak attacks.
He is easily mid to high Kage level. He is stronger than Mei and Tsunade even without his Mangekyo. He can beat Gaara without Kamui as well assuming he is restricted to gourd sand. With his Mangekyo he can probably beat the Raikage and Onoki as well. In general, there are only a handful of people that are clearly above Kakashi's level, and when that list only includes top-tier Jinchuuriki, EMS and Rinnegan users, and Sage Mode users, it isn't exactly anything to be ashamed of.
But of course we still have people who think his Kamui is so slow that Deidara can dodge it, and we also have people who think Kakashi will collapse after 1 Kamui, and we also still have people who think that Kakashi can only use the Sharingan for a few minutes. So yeah, who am I kidding? He's high Jonin level at best, amiright guyz?

Kakashi is high kage level...
Anyone who tries to deny it has to counter this first:
- Kakashi used 5 kamuis BEFORE he got chakra from the kiuuby, AFTER the kiuubys chakra he used another 4 times, 2 of them on the full hachibi
- Kakashi CAN WARP A SUSANO ARROW, wich is faster and bigger than most of the NV characters... Given this fact we can say that just a few people on the NV can escape kamui
So, 5 kamuis per battle + high level aiming + almost instant jutsu = Kakashi is a high kage lvl shinobi with kamui

LOL if you think Oonoki beats kakashi...
He's no way fast enough to dodge kamui... no way... Kakashi can use it so fast that obito didn't see it even in front of his eyes when he warped BM Naruto's clone.. Onoki is no way faster than a susano arrow...
Even if onoki manages to use jinton (wich i hardly believe he could before getting killed by kamui) kakashi can counter that by warping himself to the other dimension

Kakashi can use Kamui more than five times in normal fights. You're forgetting that one of his Kamui was on Gedo Mazo's head, and Kakashi has stated multiple times that the size of the Kamui directly correlates to how much chakra he expends on the technique. So rather than one Gedo-Mazo's-head-sized, he can probably use several more smaller Kamui.
These are the tiers
1st tier: Juubito
2nd tier: Kabuto with edo tensei
3rd tier: Orochimaru with edo tensei
4th tier: Hashirama, Madara, Nagato etc..
5th tier: Naruto, sasuke etc...
6th tier; Itachi, Kakashi <.--- He's currently on that tier
