I still can't believe kishi screwed up on one of Japans oldest legends...
how would you have made her? I think the ending was rushed based on a few things, the war arc had already gone on far longer than he expected because like he said "the characters didn't let him or the reality would be lost" so he decided to end it on chapter 700, which is a good landmark number. Also they were pushing for the Last and had already started advertising it, I don't know the behind the scenes reasons for this he could have okayed it previously, but really the war was so long at that point giving Kaguya and Sasuke their own arcs would be overkill.

as you can see Kaguya has been foreshadowed for a long ass time
but the gedou Mazou is Haragomo's corpse not Kaguya's.
For starters, I'd give a flashback about Kaguya to flesh out what I think her character would be. You know, to giver her an identity. I'd portray Kaguya as a good and empathetic person initially, and was sick of war, and sick of seeing people killed (insert friend dying here). I'd deal with the fact that the fruit was forbidden. Kaguya would be warned, but she'd say something like "I don't care about the consequence, I'm ending this nonsense now!" With her newfound power, she'd annihilate all armies, and assert herself as the ruler.
Although Kaguya would try to be a good ruler, she was hated due to ruling by force. Chakra spreads to the humans, and there's a revolt, causing the entire world to turn against her, and start to go into chaos. Because of this, she'd use expansive TSB to destroy the entire reality and create a new one to retry her rules.
This is a process that would be repeated 6 more times (6 dimensions that she uses). Chakra would also spread to the humans. Although they didn't necessarily all revolve due to Kaguya doing as much as she could being kind, the power that every human had gained led to horrible conflicts and chaos, causing mmense suffering.
Eventually, it'd go to the dimension that's NV. At some point, Kaguya desides that the only way for their to be absolute peace in the world is for a centralized all-powerful and benevolent force to police the world into a peaceful submission. After 6 failures to get humans to cooperate with her, Kaguya looses faith in humans, and relies totally on power. This , of course, turns into an oppressive rule where she tries to make it that no one has chakra but her, to rule as a godess (and not in name only like in the past). With Hagoromo and Haruma, she doesn't want to harm them, and she loves them (she did clearly raise them), but feels that they're the first steps to the destruction of the world, just like all the other times.
This would give Kaguya for more in depth character than she showed.
Kaguya is all RAW power no magical ninjutsu. She can destroy anything.

I honestly don't think that Kishi planned her appearance that early. Well, maybe he had the concept in mind long ago, but wasn't exactly planning to go as far as to make her the final villain of the show. I still think that that was a last minute decision on his part, going by the way Madara's defeat and her 'arc' were carried away and all.
Highly doubt it. Kishimoto didn't think of the entire manga in advance. He made stuff up as he went on. Had he planned Kaguya since then things wouldn't have gotten as mellow as they were.
This is false af when the show first started it introduced the 9 tailed demon fox and in the chunnin exams they introduced the one tailed meaning that there was a 2,3,4,5,6,7 and 8 tailed as well meaning that the juubi was planned ahead and that would also mean that kaguya was planned now I think that the final enemy should have been hagaramo's brother who stole kaguya's power and kaguya the mother of both should have appeared for a glimpse to help out but then disappeared and then hagoromo to still give both sasuke and naruto the power still
He also said in something else that "him and his editor have decided the rest of the story" or something, but I forgot what that was in, you'll just have to take my word for that.
