Highly doubt it. Kishimoto didn't think of the entire manga in advance. He made stuff up as he went on. Had he planned Kaguya since then things wouldn't have gotten as mellow as they were.

If you know the story of Princess Kaguya then it's pretty obvious he planned Kaguya for a while, probably as early as Pain Arc when he said he had the whole war planned out.
