It is as of yet unknown what one has to undergo to become one. It is mentioned in the Naruto Anime Profiles databook that Jōnin are appointed, however there was mention of a Jōnin exam in the anime's Kurama Clan Arc

their was a chunin exam just for a kind of show.Jounin exams are not possible maybe to the high level jitsus, secrecy between villages of their power and that an exam may not be the best way to select such a level.U_U

Basically skill, and able to master one element.

Jounin are appointed by Kage or another jounin based on stats, mission success rate, leadership, mastering at least two elements, skill, exceptional battle prowess.

i thougt dat kakashi explain to naruto when he was creating rasen shur...dat to be a jonin you have to master at least 2 elements... so i dont know ...neji for example dosent have any...temari has only one and kankuro none... frnkly i dont know whats up....
