I think he's super underrated. He has dozens of different jutsus and they're all OP. I just want to remind people about them since he's been dead so long people tend to forget what he's capable of.
Basically i think Jiraiya is super strong and people don't realize how versatile of a shinobi he really was. He was a Sannin, after all. Even against the 6 Paths of Pein, he would have won had he had intel.
RIP Jiraiya, a powerful shinobi indeed.

He has various hair jutsus, he can harden his hair to become extremely tough and manipulate its shape. His hair was strong enough to crush a boss sized armoured lobster
Oil and fire techs

2 Dimensional jutsu
He can hide inside toads
And make them grow or shrink.
Inside his small barrier toad...
...lies a cavernous fleshy interior
He can summon the stomach of a toad to devour his enemies
