Hate to say it but if J-man can't achieve Sm he lost. Like there is no reason even going into that why he lost. A can just speed blitz everywhere. Now if J-man started off in Sm then he has a small chance but I don't think we have seen anything that can rape Raiton armor from J-man.

Jiraiya.. he's been all over the world has immense strength, speed (not one the Raikages level no doubt but enough to keep up atleast), a HUGE chakra pool, summons, and too much knowledge to be defeated by lightning and taijutsu alone. He would put up a great fight but Jiraiya is too well rounded to be beat by Raikage.
