Actually its hard to determine anything right now until we learn exactly how Shishui's eye works. If its anything like Aizens zanpakuto in Bleach, that means anyone who has come in direct contact with the sharingan is under his way of thought.

So he could have easily made Sasuke, Itachi and Yondaime believe he is Tobi. I still find it hard to believe that Danzou won't be Tobi.

But the Shishui = Tobi theory is pretty hard to get rid of, mainly because of Shishui's eyes (the actual detail) had long eye lashes at the end, but the eye we saw didn't. But also, Danzou took that supposed eye so Shishui could have gotten himself a new eye at that place thus why it doesn't look like the eye we saw he had in the past.

TOBI IS NOT KAKASHI! kakashi has a scar on his LEFT eye because he has the sharingan in ONLY his left eye he doesn't have a sharingan in his right. that why he covers his left eye. and everytime they show tobi/MADARA you can always see a sharingan through the eyehole which is on the RIGHT. plus tobi/MADARA has short spiky black hair and heavy lines under his eyes, which kakashi does not. nor any other character i can think of thats been introduced in the manga so far.

Are you honestly going to sit there and tell me that you believe someone like danzo or kakashi or effin OBITO?! is really tobi? come on please thats just stupid
