Onoki. I think Itachi's techniques are stronger because his MS is oped. But i think that Onoki must have a wealth of experience to over come his techniques since hes been around since at least the second shinobi world war and possibly even the first (as he was seen during the first Tsuchikage's life time).

tsukoyomi is not genjutsu it controls time and mentally destroys u, the moment oonoki looks into his eyes its basically over, depending on wether they are prepared for the fight or they ran into eachother and fought.

tsukiyomi is genjutsu and it doent actually controls time it controls someone's perception of it.

definitly a tough battle for both, experience from onkoi & genuis from itachi ,

i usually love to explain why this match up doesn't require mangekyo... but this is worst possible individual against him, he is so small that yasaka magatama don't have change to clear hit, even front itachi (healthy) sharingan.. even kisame itachi duo doesn't change that long range problem (unlike against jiraya that stands) but seems like most of his moves especially doton one's doesn't work while flying and if oonoki come ground it's game over, let's assume he don't and counter genjutsu. crows fly and theyr linked to itachi visual powers, so that's one strong change for itachi and his susanoo will hold jinton, afterall he need activate it only when he can't get out of range in time. idk who wins this 50/50 is my answer even without logically explaining how.? i trust that itachi find away to win so 52/48 to itachi

okay I have to say this first I'm a Itachi fanboy but I know that he's not invincible I will say that Onoki will have the advantage due to facing an uchiha and he will know all about itachi and his techniques

If Onoki can avoid looking into Itachi's eyes then I could see him winning this. He knows not to look into an Uchiha's eyes because he even said it when facing Madara when he first appeared.

Itachi can take him down with Amaterasu though.

OOnoki fought madara and survived, he must have got plenty of experience from fighting him. So, Oonoki mid to high difficulty.
