Kakashi could burn to death and Itachi would be decapitated. Kamui doesn't always work instantly , neither Amateratsu.
Itachi is still above him though.

With these characters it's tricky because they are pretty much even until MS gets thrown into the equation.

But I would say that Base Kakashi and Base Itachi (3 tomoe) are about even. and could go either way. Itachi is better Gen, but I would say Kakashi is better at Nin. Every other category is too close to even make a clear difference in battle.

and that MS Kakashi and MS Itachi could go either way, but Kamui is the best tech on the battlefield in that matchup.

I say Kakashi extreme diff, Base or MS.
