Yes, Danzo isn't all that strong without Hashi's cells and the sharingans on his arm. Obviously!!!! If anyone had hashi's cells and sharingans on their arms they would be just as if not more strong than Danzo. You are right that it is THEIR power, but my universal point is that the objects granting them power can be had from anyone. That is why I view it unbalanced to scale their power based on these assets.
Also, Madara owns Itachi in ocular jutsu. You say that Shisui's eye is Itachi's power, when that is completely mistaken. Shisui's eye is SHISUI'S power, which Itachi happens to have. Which is why Shisui is one of the strongest shinobi, ranked above Itachi. Please stop overrating Itachi everyone... he is a good shinobi but not near godly.
Madara possesses the rinnegan, which he had awakened. That is HIS power. Shisui's eye is SHISUI'S power in ITACHI'S possession. That doesn't make Itachi as a person stronger. How can you be certain that Madara hasn't shown an ocular jutsu that can counter Izanami or anything else Itachi has?
