No, it's because 1. Itachi doesn't want to bring trouble for just naruto 2. He doesn't want to kill the strongest shinobi in konoha, cause that would render then powerless. Itachi could easily beat jiraiya, but he's too smart for that. he knows it wont get him anywhere and would just start trouble for nothing.
Itachi could easily defeat Orochimaru and yet was scared of Jiraiya

Nobody (sensible) actually believes that Jiraiya > Itachi. That is just something idiots try to perpetuate in a desperate attempt to make Itachi look weaker.
Kakashi was wondering why Itachi didn't finish him off with Tsukuyomi. Jiraiya had no idea what Amaterasu was. Itachi could have killed either of them, but didn't, because he true motives was just to warn the Konoha Elder's that he's "still alive".

It is set in stone Itachi cared for Konoha. Why else would he murder his family? He did that to Kakashi to defeat him without killing him. Even Kakashi questioned why Itachi didn't kill him. Itachi is better than Jiraiya. He had all the reasons in the world to lie and no reason to fight Jiraiya.

Anybody that actually reads can see that the subject shifts from Naruto (Kurama) to Jiriaya.
Because Itachi and Kisame were there to capture Kurama.
Itachi said he could stalemate Kurama's Jinchūriki, whose power level hadn't been surmised.
Later, it's shown that Kisame's surprised that Kurama's Jinchūriki is Naruto, a young boy.
And it's no coincidence that Kisame didn't think they needed to retreat from Jiraiya.

He hurt him to the point where only Tsunade could heal him and seeing as how Tsunade was not in the leaf for many years, I would say he did want to hurt him.
Yeah, honestly I'm not sure if the author had made up his mind at that point.
But still, Itachi likely knew that Kakashi could be woken from the coma, or would awake eventually.
Ultimately, it didn't physically harm Kakashi and Itachi maintained his cover, plus he gave Konoha knowledge of his jutsu.

His speed and strength boosts were in no way better than Naruto's.
Jiraiya's SM was superior because he could stay in Sage Mode indefinitely whereas Naruto has a 5 minute Time Limit.
Jiraiya is also able to fuse with Ma and Pa meaning that he can continue fighting while one of them gather nature energy, the fusion also makes Jiraiya Immune to Genjutsu.
This is why his SM is superior.
