It really isn't. It was a toss up in the air, but after he's been revived (not even at 100% power, mind you, OP) he's displayed abilities that Tsunade simply cannot deal with.

I think ET and those exploitive tag chains puts Tobirama above Minato.

2) You're seriously underestimating Mei's speed feats. She's swift when it comes to hand signs and Tsunade has no counter to lava release. She possibly defeats Ay because Ay has to defeat her with close combat.. making him vulnerable. Tsunade physical strength is almost unparalled, she only needs to touch him once for him to be weakened.

Anyone with long ranged deadly jutsu such as sand, lava release, and dust release, make it tough for Tsunade to win. Toss in aerial capabilities (Onoki, Gaara) and Tsunade has zero chance.​

Nah tsunade can obviously bust mountains, when Naruto's big ball rasengan(which is a mountain hallowing tech) didn't even scratch a rib cage, whereas tsunade's punch busted open a ribcage.
