Is Toneri the weakest villain from all the naruto Movies ?

I'd actually disagree- in most cases because they ALL suffer from the 'Kakazu fooled by a Shadow Clone' effect it's actually best to evaluate them through their movesets and every feat they show unTIL the final battle ironically enough.

Hiruko's death in 'Will of Fire' doesn't even make SENSE. He can absorb chakra so Naruto makes lots and lots of rasengans and throws them at him....that's how he wins.

I guess but the villains that lost to pre-time skip naruto surely can't be considered can they

Not against the likes of Toneri and Hiruko no way haha but there were some interestingly powerful ones.

He's the strongest so far.

Even though Naruto beat him in Base, this was post-Rikudou Naruto who was 19. The other fodders bosses were either defeated by a 12/13 year old Naruto with movie-Rasengans, or Shippuden Naruto with movie rasengans.
