That was just a laser beam not his power. Naruto can create a RasenShuriken that obliterates all matter but that doesn't mean that's his power. It's just a technique.

Power and technique are two separate things.

Power is what you are capable of something from inside you to the exterior.

Technique is all about how you control the matter around you (body, air, ground,etc) to do what you want it to do. Such as fighting techniques.

Toneri isn't weak, but I don't see why him splitting the moon is such a big deal considering the fact he did it with one TSB, something everyone with Six Path Senjutsu has lol. I did laugh when Naruto destroyed him with a punch though.

So, look at real life .. In fights... Technique defeats crazy muscled people. Can you say the technique guy has power ? No, he has a well learned technique, but that is not power it is just a move.

Power comes and I repeat from what you can send from inside your body to the exterior.

Look at this then:

Kakashi is he a person with tremendous chakra ? Is he the strongest shinobi ? Better than Toneri ? No!
But he can use Chidori which is incredibly powerful. It penetrates almost anything. So, in conclusion Kakashi is not the strongest but his little power(chakra) can be molded into something very powerful and that's what technique does.

What I'm asking is: Is Toneri the strongest (from inside to outside - Chakra). Because you if guys remember well there was a demon flying thing that seemed op as hell.

TCon't mind Michael, he'll dislike anything that doesn't have "Naruto solos" or someone just overall praising Naruto at all anyway toneri is the strongest Naruto movie villain to date. He negs the dark dragon from the first one, the zero tails guy he may have trouble with seeing as he has the potential to use all 8 gayes without adverse effects, but that's if he's maximizing his power. The demon flying skull thing is called Satori btw and toneri drcimates Satori, satori got high diff'd by sage mode Naruto and Toneri doesn't really fear anything also TSB will decimate Satori so really toneri has the advantage. The other guy from the movie Narutoand Minato were in isn't even worth mentioning, he got negged by base Naruto and Minato's rasengan, he's a non-factor to Toneri. Basically non-rikoudo opponents get destroyed by toneri or unless you're kaguya (because kaguya isn't listed as having rikoudo chakra), toneri is at the bottom of the list when it comes to rikoudo users.
