The third eye, as Madara said opens when a transmigrant gets close to the moon. And it's only purpose is to cast IT.

So no, I believe Sasuke has rinnegan which just happens to have tomoe.

it's not transmigrants. That is a mistranslation, and madara doesn't even know about that. In some scan translations it said rinnegan.

different number of tomoes( sasuke's six to Madara's 9 (until we have proof that kishi didn't make a mistake when he drew sasuke's rinnegan the first time))... Sasuke's came from Hagoromo... Madara's came from Kaguya herself... They are most certainly not the same

idk about that, since Madara awakened the mother of all Rinnegans and not some bootleg Rinnegan like the one Sasuke got from Hagoromo. If it is able to do something other than cast MT, then its ability/abilities might be something different from Sasuke's.
