If he had the normal Rinnegan he would have it on both eye sockets but he only has one tomoe Rinnegan, likewise Kaguya only had one RinneSharingan. The difference is he doesn't have the Shinju's power like her which would explain why his eye didn't fully evolve into her dojutsu.

Databook mentions it being an ability derived from Rikudou's Chakra, so Sasuke possessing S/T ninjutsu due to having a devolved form of the RinneSharingan seems unlikely and Sasuke's immunity to Infinite Tsukyomi was due to possessing a Rinnegan.The ability to travel to her dimensions was clearly a RinneSharingan feat, yet Sasuke's eye can perform the same feat, to me that suggests it's a Rinnegan which didn't fully evolve into Kaguya's dojutsu hence why it has abilities like S/t and immunity to IT.
