Is Sasuke space-time jutsu a ms or rinnegan ability?

You really should read databook 4 which is actually Kishi work not some fan made theory. Sasuke eye is Rinnegan and its KKG.Rinne Sharingan is eye placed on forehead and its KK Mora

Sasuke's eye is a combination of Rinnegan and his Sharingan, likewise RinneSharingan is a combination of Rinegan and Sharingan but with the power of the Shinju.

If he had the normal Rinnegan he would have it on both eye sockets but he only has one tomoe Rinnegan, likewise Kaguya only had one RinneSharingan. The difference is he doesn't have the Shinju's power like her which would explain why his eye didn't fully evolve into her dojutsu.
