I actually disagree, in some shape or form they all played a part as Sasuke has stated whether directly or indirectly

Hashi - Fought Madara and caused him to become what he is now
Tobria - Drove Madara out of exile and labeled the Uchiha as a threat, not only that, banished them to the outskirts
Hiruzen - Had some responsibility in the coup, made Oro who is today
Minato - Caused Obito to become what he is today because of the lack of protection for Rin

Don't think he's blaming them, but just saying their actions played a part

No but he could be the seed to repopulate the tree of Uchiha though. Since there are 3 left and the Sharigan is passed down, he could start to create a group of mixed Uchiha

The 4 Hokages are all partially to blame, there's nothing wrong with Sasuke's comment Hashirama failed to kill Madara, Tobirama and Hiruzen for the mess with the Uchiha clan and Minato for failing to stop Obito properly.
