Naruto will be fine as Hokage, he is willing to make the personal sacrefices. Sasuke is vengeful and the leaf would be in war all the time.
Also Shikamaru will be his advisor so naruto will follow his lead.

Mentally? Yes. He's ready to be Hokage and he's more mature now. There's Shikmaru as his adviser. For Sasuke, he's intelligent and ready to be Hokage but I don't think people will acknowledge him and take the Hokage seat.

naruto isn't ready at all. power wise he could be kage for all the villages lol but mentally he wouldn't last a week. the hokage spends 95% of their time doing paper work and assigning missions including dirty underhanded missions and thats something that fairy tale character naruto can't do. he also can't handle the death of comrades without losing it and thats something a kage must be able to endure without letting any weakness show like tsunade with jiraiya. narutos a brawler he's better suited to stand on the konoha wall and defend it or to be used as an attack dog
