he is fastest wth FTG but not his base speed. his reaction time however is very fast as well.

his speed in saving baby naruto and also in whisking kushina off from under the kyuubi to the top of a tree far away (doubt he'd put a marker there so it must be base speed) show that his mastery of shunshin is greater than any we've seen in base. plus his reactions are definitely the best in naruto. the only ones faster are Ay and his dad, Bee and Naruto- in their respective modes. perhaps shishui and hanzo could have given him a run for his money too as they were touted to be really amazing with body flicker as well.

Kishi has stated that Minato ha sthe best reflexes in the naruto universe....another example of this is when kakashi first used chidori against that rock ninja. Minato used Ftg to get to kakashi, but before the rock nija could swing his sword he had already pushed kakashi back and planted a seal on his foot...thats all speed.

so lets say that... person 1 can teleport from point a-z at any given time without any restrictions.
person 2 can run extremely fast from point to point restricted to what its tangible.

who do you think can get to a destination faster?

if both people starts off from one point heading to the other point with a mountain between them.

who do you think will get there much faster? the one that has no restrictions or the one that has a restriction to what is tangible.

Minato is fast yes.Base speed probably on par with A's V1 state.

FTG counts as his speed its his technique just like the body flicker technique that A combines etc.
