True. Shichibukai as a title lost its value ever since Buggy became one. Also, the title is a cover up for World Government. Anyone can be Shichibukai. Mihawk and Kuma don't represent as Shichibukai. Mihawk may take some orders from World Government, but he can do as he pleases. He can ignore their orders and they can't do shit. So much negativities about the title that it's unfortunate people like Mihawk and Kuma still a Shichibukai. The only thing that defines true strength is Yonkou, that title takes everything a pirate bets on, even their lives to become one.
Realistically speaking no one was fighting one on one, especially Doffy. The whole thing started with strawhats and law vs. all of dressrosa.
There's really no such thing as an admiral level either, but most of these levels give implied powers of your potential. Being able to beat a warlord at the time gave you the capability to be a warlord or a super rookie at the time. Beating a yonkou commander (Not the top 3 though) also gave you warlord title as well.
