I'd say kakashi skill is a good bit higher than itachi's. Kakashi was an anbu, as was itachi, so regarding rank, they're even. However in terms of pure skill, I can only really put minato or hiruzen higher :/

That's because they are.

Anbu work under the direct order of the Hokage, which have a much more important job than Jounin, who just lead squads.

I'm pretty sure that Kakashi became Jounin way before he became a member of the Anbu. Same with Itachi.
