Anbu members are better than most Jounin. It's abnormal to have one join at age 10 and become captain at 13. Most are in their 20s.

That being said, no Itachi is not a Jounin. Itachi's current status is "deceased". But when he was alive, yes he was above Jounin level.

In the manga around the time Asuma spoke to Naruto about the wind element, it was mentioned that Jounin are usually just the shinobi who mastered two chakra natures minimum. That's not that hard.
