I thought they were all supposed to be pownage level ninja but in a fight all they do is one cool jutsu that doesn't do anything and then they get destroyed.

- Itachi
- Kakashi
- Yamato
- Sai
- Torune
- Fu

Exactly and unfortunately..people think they are useless because if a character doesn't have a big explosion type jutsu or is inhumanely fast then, the average, dumb reader will find him or her useless. This is the same reason why people think Ino, Ten Ten, Sakura, Shino, Kiba etc are useless.

Itachi and Kakashi were ANBU captains that we haven't seen work as ANBUs. Yamato is the only ANBU we've seen do anything useful.

ANBU are pro. they're the leaf's true ninja, that ones that assassinate political targets, destroy infrastructure, poison people subtly then slip away in the dark. They're not big and flash, "hiding" in trees wearing orange jumpers. Just because they're not on page constantly doesn't mean they're not doing work.
But, as of late, their main leader, Danzo, happened to be killed. So now there a bit of a power struggle going on and a lot of info is now open.

1: Kishi is still developing a plot
2: S-Rank barriers are a bit of a hassle
3: You can't just blast into that situation. People die that way.
4: Even if they did get in to help, they're still vastly underclassed by Oro and the First and Second Hokages.

They're not fodder. They're the best NINJAS the leaf has.

yes, but those are characters that matter to the story.

it jus how kishi and alot of manga writers work they hype certain characters up so they can use them later on to show the strength of another character the anbu are more powerful then the jounin the chunin and gennin but there are tons of ninja in the series that have supassed anbu level
