his df is his ability. he can use CoO(mantra) to its fullest. we havent seen much of sanjis haki. we know sanji haki< vergos haki

Simply put if you think about it logically because of what Luffy said we know Enel isn't top tier or high tier.

And velocity is a speed with a given direction. Therefore due to his acceleration being godly, Sanji's speed is also godly. Sanji's power is based on his speed and his legs. If he isn't faster than Luffy and Zoro then he might as well not be considered a member of the M3. Which is total BS because he's the closest thing to Zoro in strength.

His bounty would be mainly due to a tyrannical and oppressive rule followed by attempted mass genocide and possibly damaging one of the Poneglyphs. Those crimes would easily gain somebody 400,000,000 considering it's a polar opposite to the Governments objectives.
