I don't think so.
He lost to Luffy, yes, Luffy was bad match up, but i would say that admiral level should be able to win even with disadvantage beat opponent of Luffy's power level at that time.

Hmmmm, exactly. Plus Enel hasn't interfered with the World Government as far as we know so, that should be down to power.
This, oh god Kizaru is overrated. Yeah he's not admiral level, so what if Luffy had the advantage? He could of used CoA to defeat him. He does have his CoO down, he just needs more practice in his CoA and he's close to being admiral level. Plus he's too cocky

Luffy said there are tons of guys that can defeat Enel in the Blue Sea. And if Enel is Admiral level then there isn't a lot of guys who can defeat Enel. Simply put if you think about it logically because of what Luffy said we know Enel isn't top tier or high tier.

And velocity is a speed with a given direction. Therefore due to his acceleration being godly, Sanji's speed is also godly. Sanji's power is based on his speed and his legs. If he isn't faster than Luffy and Zoro then he might as well not be considered a member of the M3. Which is total BS because he's the closest thing to Zoro in strength.
He said it would be 500,000,000 which is lower than Aces. Ace got one shotted by an Admiral. Hence:

His bounty would be mainly due to a tyrannical and oppressive rule followed by attempted mass genocide and possibly damaging one of the Poneglyphs. Those crimes would easily gain somebody 400,000,000 considering it's a polar opposite to the Governments objectives.

Do you actually read my posts? I even said that Enel isn't Admiral level.
And oh ye XD good point. I'm guessing if he did ever get a bounty it would be down to those things anyway.
So many noobs. Enel would get one shotted by a Vice Admiral like Vergo, he doesn't even have close to enough durability to tank one of his attacks. An Admiral would one shot Enel without using their fruits, and their legs and arms tied.
And lol at people saying with armaments he is Admiral level. It doesn't just take an OP fruit and armament haki to make an Admiral people. They are maxed out in every category.

they cant one shot him he has the speed and CoO haki to dodge with eaze, did you see crocodile get one shotted by any VA's or admirals during the war arc? enel > croco. imo his 200mil volt attack can one shot most VA's,
im saying he can be admiral level with CoA haki, without it he isnt
Enel coudnt even dogde Luffy with a gaint golden ball stuck to his hand. He is not as godlike as you make him out to be. VA can easily one shot him, since he has no durablity. Enel's lightning attack couldnt even one shot some of the more fodder characters from the skypiea arc, so why would you think he can possible one shot a VA.

Is Wiper super sonic ? No, he was on a damn skate
Is wiper that strong ? No, he used seastone to his advantage
If Wiper can do it, and Luffy pre gears.
Then without a question at least VA's can take on Enel.
