Chiefly, my opinion is based on the possibility that both Indra and Asura had both acquired Six Paths Chakra within them which I believe is what allowed them to transmigrate beyond their deaths. Let me explain why I believe this so:

We all know that Obito, whom previously had been the Jinchuriki of the Juubi and had absorbed Six Paths Senjutsu from SO6P Madara, was able to transcend death and give his chakra to Kakashi; albeit temporarily.

Kakashi confirmed that the Six Paths chakra that Obito had absorbed from Madara was still in effect even after his death. Which means that the Six Paths chakra is what allowed Obito to transcend death in the first place.

We also have the case of Hagoromo manifesting before the Hokage because the Six Paths chakra criteria of his existence had been met by SO6P Madara.

**NOW, it’s important to note here that he says that he’d given away his chakra, which is obviously the Six Paths chakra Naruto and Sasuke received. The same Six Paths chakra is what allowed him to meet with both Naruto and Sasuke in the first place -before he gave it away to them, that is. **

**It is also important to note that Hagoromo’s original appearance to near-death Naruto and Sasuke was the most “transmigrant-like state” seen in the manga to date. Much like Indra and Asura, Hagoromo states that he can’t do anything to change their situation and that the outcome depends solely on what the “living” decide to do with the bodies of both Naruto and Sasuke. And we also know that neither Indra nor Asura can actively change the outcome or turn the tides of a battle to benefit either of their individual reincarnations:

Now we already know that Hagoromo attested that Indra was naturally born with his own type of chakra and was born with his sharingan active (presumably). He was also touted a genius, so it’s obvious that he figured out how to utilize Six Paths chakra (either in combination with his Sharingan abilities or not) to allow himself to reincarnate.

TLDR: Anyway, I said all of that to say that transmigration in the NV, as seen so far, requires a steady amount of Six Paths chakra to continue over lifetimes. And we can see how long one remains in existence with a trivial amount of Six Paths chakra when looking at the “Obito+Kakashi” as an example, which is not very long at all; a few minutes at best. We also know that Indra and Asura have resurrected time and time again.

Yes and no, although the sage did say Indra inherited his powerful chakra gene. Indra can use a PS and match a RSM (handout) user with only an MS. That requires a special power to do so so it's possible it was Rokudo chakra or rokudo level chakra in power.

It's pretty much like Salamander said. Indra's chakara was powerful enough for him to have a mangekyou sharingan without blindness and to casually use perfect susanoo and match RSM Asura. These feats definitely say that Indra probably had at least some type of rikudou chakara. It was probably his own brand of rikudou chakara, since not all rikudou chakara is the same.

Let's not forget that Hamura also had his own brand of rikudou chakara, which ultimately gave him the tenseigan rather than the rinnegan. The juubi's rikudou chakara is also not necessarily the same as Hagoromo's. Same goes for Kaguya, Momoshiki, etc...

Having said that, it is likely that Indra's chakara is in fact rikudou chakara, but not Hagoromo's brand of it (which is why Indra didn't have rinnegan or RSM).

I don't think Indra needed Ashura's power like Madz & Sasuke because all he had to do was train an it would bloom on it's own. (Though I could be wrong on that)

His MS is probably that of a full fledged EMS for Madz & Sasuke putting him on a totally different scale then the two Uchihas..

It's really difficult to tell honestly because it's all spec on our parts cause we truly don't know.. As SumnNarutoRelated posted.. Burden of proof an all that..

To be fair, we don’t know if Indra ever even had a Mangekyou sharingan. Despite his first appearance depicting him with different eyes and coming from someone else, I’d say it was a retcon. If Ashura manage to unlock it to migrate then somewhere down the line Indra had to do so aswell but the story didn't truly go into detail on him..
The fact that he did migrate time an time again would prove that he unlocked it before his final battle with Ashura or before his death which would also prove that he didn't go through the process of Madara/Sasuke cause he is closer to the source.. It had to take him quit awhile to get it though but far less time then Madara.. MS str8 to Rinnegan unlike Hago who went 3T str8 to Rinnegan, Hago being closer to the source an all..

What I'm telling you is not fanfics, since he is a forefather of Uchiha, Hagoromo own son and grandson of Kaguya his chakra possibly more than ordinary Uchiha. That's all, since Sasuke is Indra transmigrant (carried Indra chakra) and he achieves Rinnegan (something Indra didn't have) Sasuke is possibly stronger than Indra since MS+Rinnegan>MS.
