OP: Inazuma is actually a natural match up against Pica. So I think it will boil down to physical attributes and Haki in which case I would have to give it to pica. Since both are featless on the Haki side. Although I guess it will be a High diff battle for pica.

That doesn't matter, the floor in Impel Down also was bigger than his scissors, yet it was cut.

The difference is that the floor isn't being thrown towards him. At Impel Down, Inazuma stuck his swords into the stationary ground, then started running and cutting. If Golem Pica's arm is aiming at him, he isn't going to be able to do that unless his scissors are large enough to cover Pica's fist, and since Golem Pica's arm contains streets on it, I find that unlikely.
