I would choose Shikamaru because he is intelligent and has strong jutsus and the only thing he lacks is chakra. And I believe that he is smart enough to control the kyuubi. The only thing that bothers me is that Shikamaru is too lazy but nobody is perfect.

Sasuke and Neji will be top choices, they won't give it to someone whose class is low, has no parents and no potential. i did not include sasuke, he is uchiha, with sharingan power (MS, EMS) that can control kyuubi. its like someone with superpower and still getting superpower.
