They were number one because of Shisui and Itachi. They were the most notable uchiha of that time. Period. Not to mention Konoha believed they posses the means of controlling Kurama and did so resulting in the death of the 4th hokage. So yeah, they were ,"number #1" in being a threat. All the clans in Konoha were garbage at that time. All of them together, the 3rd, the 4th, The sannin made sure that if other villages were about that life that they would be met with the fade.
Itachi couldn't take the clan on if they were on guard, Uchiha clan or not. Not in a single night.
I think Danzo could easily summon an army because hurizen was being a noob and the elders were on his side. Other than that these are some fair points
Not possible. The elders are only advisors. The Hokage has the last word. Tsunade compromised with them to allow Yamato to be team 7's new lead but immediately disregarded what they had to say on other matters. Which let to Danzo doing the shady act of killing the toad to alert Naruto.
Danzo's only "army" would have been root and pulling some shit like that off on their clan would have blown up in his face. So his only other option was to have Itachi do it or KA.
The hyuga and uzumaki being powerful is irrelevant. It would have caused wars and put both the hyuga and other clans of Konoha wary of their allegiance.
