lol dude, you have to follow through when you try something like that, first you inhale, focusing chakra into your gullet, and then exhale thoroughly (in other words follow through), releasing the water blast.

(Suiton No Jutsu) - Water technique

Description: Creates small waves of water,small blasts, and small shields of water.

Alright, this jutsu has 3 effects: waves, blasts, and shields. You got the blast thing already so we just have to do the other two. This jutsu requires no handseals, so what i want you to do now is focus your chakra into the lake and create a small wave of water.

You know how water has multiple forms right? As a solid, its ice, liquid, water, and gas, water vapor/mist. Using your chakra, change the composition of the air around us to contain more water particles, thus creating mist. The mist should be thick enough that we shouldnt see each other, but here's a quick tip: try to remember where ur opponent is b4 using this jutsu, then you'll have an adv.
