Except Naruto actually fought Kurama to gain his power, practiced using the chakra cloak, and had to adjust to the power in active combat, which is the same concept as practice.

We've clearly been reading the wrong manga. Remember when Naruto went to bed as an infant, and then woke up the next day with Sage Mode, Shadow Clones, Rasengan, Rasenshuriken, and control over Kurama square in his lap?
So you can't really make an argument until we've seen Luffy fully develop from the way things are looking it seems as though he was just blessed with Haki from his parents and trained under Rayleigh for it.
