Harashima died years before the village was actually complete and his brother died shortly. Sarutobi was the longest hokage and he was the strongest out of the kage. He'd be bragged about by the villagers but Harashima was strongest. His chakra was powerful. He could easily create forest. Even Madara with Eternal Mangekyou Sharingan and Kurama couldn't stop Harashima+sage mode.
