No, I said that Naruto lacks the experience with Dojutsu use in general. Knowledge doesn't equalize experience. Let me put it in a simple way, if Naruto were to unlock the Rinnegan he would most likely not even know how to activate it or any of its jutsu. He would be stuck with all the knowledge of how each of the abilities worked, but no experience on how to actually use them.

Nagato's knowledge about Ninjutsu were developed thanks to Jirayia. He had plenty time to have some control over the Rinnegan as well. So both experience and knowledge is obtained with time.

Naruto does not have time in this context.

So... Having a Rinnegan? How to awake it? Someone here told this very cleverly... "Transplanting Madara's Rinnegan from Obito to Naruto", that could be the key to bypass the DNA requirement. But even with this requirement, Naruto would still lack the knowledge AND the experience using Doujutsu's techniques.

(And let's be frank, Naruto sucks at handseals... he barely can do Summonings and Kage Bunshin)

Though he wasn't able to control the Rinnegan fully because he lacked the power of the Uchiha Clan. ( Shown when Nagato summons the Gedo Mazou Statue. )

You got it right. The Spiritual Energy also didn't flow as strong as Madara's, and we can see this in the magnitude of the jutsus they executed.
