Even those who do not believe he is the strongest cannot seem to see what the hype is regards to context within the manga. Which has led to the typical "kishimoto took back his words" "kishimoto didn't give a f*ck about part 1 anymore".. no. Kishimoto stayed within the limits of part 1 hype. Because most people forget that when hiruzen recieved his hype in the form a "past tense", meaning "was the strongest hokage", "was the god of shinobi".. at that same time Hashirama and Tobirama were already being hailed as the best shinobi<< present tense. On top of that by the time hiruzen recieved his hype Hashirama's powers weren't even considered to be real. So again with Hiruzen his hype only applies to his generation and the ones after.

And even if it wasnt only stated to being their era, hiruzen was stated (not by iruka) to have superior strength to Hashirama and Tobirama during his prime. Hiruzen in his prime was said to be stronger than the 2 previous hokage, and because no one has seen his prime, people often cant conceive how powerful Hiruzen could have been and just shrug it off as untrue.

Though its common knowledge older hiruzen isnt superior to them in strength, hiruzen in his youth was stated by many to be the strongest hokage to exist (this statement even includes minato due to it being made after minato's death).
His Hype directly states that in his youth his strength surpassed all other hokage that existed in the leaf, but this often is ignored because it was never shown.
1. Hype doesn't mean very much unless it is backed up with something to verify/suggest it. For ex: Itachi's claim about Izuna vs. what was seen from him.
2. Hype surrounding chakra reserves aren't usually disputable if the dialogue leaves no room for doubt. For ex: someone having bijuu-lvl reserves or someone saying for a fact that Party A has more/less than Party B.
3. Hype, in regards to someone's character or moral fiber when it comes to trying to use it as some sort of stand alone feat, means nothing to me. For ex: Hashirama's statement about Itachi being a better ninja than him or this or that person possessing WoF.
4. DB hype also means nothing to me if the manga evidence contradicts it.
I do agree that in the realm of comparing the lvl of someone's genius/strength, precaution needs to be taken when looking at those statements. Certain ppl who have made statements like Iruka either made them because they were trying to blowing smoke up someone's tail pipe, they have been shown to possess a limited understanding of other fighters(whether they be in or out of their respective village/era), or both.

Both refer to present tense. Both Hashirama and Tobirama are ultimate shinobi, and Hiruzen is a shinobi god. Niether one in the Viz translation is used in past tense.
