every user of the rinnegan can summon gedo mazo as seen with nagato when he summoned it when he was just a teen out of rage and sadness when yahiko died

but as for the gedo mazo being the ten tails vessel i rely dont understand i thought the ten tails body was cast in the moon are at least is the moon

The Mazo is simply a vessel. Meaning it's technically holding Jubi's soul/chakra/power. The DNA from the Jubi is more than likely going to take over the Mazo, and transform it into a version of the Jubi, considering it's missing the full chakra of the Kyubi and Gyuki. Sort of like..Remember Orochimaru's DNA started taking over Kabuto? Sorta like that. Hope this was helpful?

The Ghetto Mazo is every bit as good as Gedo Mazzo. Sure, maybe it didnt get to grow up in the best neighborhoods and go to the best schools. And its baby Daddy probably left him with nothing but a drug addiction and bounced child support checks forcing it to live life on the streets and making ends meet trashy village motels... but really?
OT: im guessing there's something special about gedo mazo that lets it house jubi chakra.
Also, I doubt that juubi chakra has DNA. Not that it wont transform the mazo into the juubi's form... but DNA?

That's not possible. Once it is summoned, its summoned. You can't just wrestle away a personal summon like that. Plus, Madara might not know of its existence.

The "Ghetto" Mazo must be a Rinnegan summoning. In other words, any one with the Rinnegan could probably summon the Ghetto Meistro
I think its only a sort of temporary vessel for the separated bijuu chakra. It's primary purpose is most likely the reassembling of the nine Bijuu chakras. Naruto questioned Kurama about the Juubi and its apearance and he [Kurama] replied by basically saying that Juubi probably wouldn't look like it normally did, because its not at full strength. That should be an indication that the Gedo Mazo is not the Juubi's (true) form/body, or what ever.
