Well Tobi started to use it after he got the Rinnegan so most likely it grants the user control over it and looks like there is only one gedo mazo.

i'm more interested in where Nagato summoned it from, or how it was created to begin with. I think being the 'vessel' of the juubi really doesn't automatically just make it a rinnegan summon jutsu.

But Im sure kishi will elaborate soon.

It was most likely created by the sage for one reason or another. After he attached it to himself, it is likely that any Rinnegan user can summon it since he was the original wielder. I mean its obvious that the Mazou is only accessible from the Rinnegan so someone like Hashirama could not have created it.

Basically that leaves the Mazou's origin to be created by either Tobi, Madara or the sage. But considering Madara only had the Rinnegan for a little while and considering the Mazou was around when Nagato was young, I'd assume the sage was the creator of the Mazou possibly for the sake of sealing or even repressing the Juubi.
