He is strong enough to have 500 mil bounty.

Rayleight in his old age is strong enough to fight equal with an Admiral for good period of time. In his prime, he is likely Yonko level.

And he never had a bounty of 500 mil. Oda said if he was a wanted pirate he would've had that bounty or so. But who knows if oda actually would've done that, seeing his feats aren't that impressive in an actual fight mano e mano.

To be fair, Enel hardly used lightning that wasn't from his body prior to Deathpeia. Most people forget that most of his destructive capabilities that make him seem impressive were the result of Maxim enhancing him greatly.

ahhh yup, forgot about that Ark. His whole "huge scale" attacks were due to that.

Bounty and strength aren't directly correlated or proportional. Law and Luffy have higher bounties than Doffy, yet are weaker. Enel would have had such a high bounty because his of the potency of his fruit making him a threat. Not so much because he is that powerful, but because of the damage his fruit can do to the area and civilians.

He was much stronger than preskip Luffy that's for sure. Luffy only won because he was his natural enemy, but in reality, he was levels above him. Enel had admiral level fire power, great observation especially in compliment with his devil fruit, but poor physical skills with a lack of armament. If he improved those stats over the timeskip(he mentioned he'd come back), he'd be a really fearsome opponent with a very dangerous devil fruit ability

O: I see. Interesting question. Knowing how tricky he would be to beat, I'd imagine he could reach as much as Beli500,000,000. Luffy was lucky to be rubber. But like Luffy said, there all sorts of even crazier guys down on the Blue Sea. Enel would NOT rule it.
