[Discussion] How strong was Enel?

Since his whole appearance, stay and exit was in the filler like disconnected skypea arc, I never could pin point his level among the people in new world, so in your opinion among the admirals(all four), shibukai, the four emperors(including teach), the strawhat crew, Law's crew, WB and Raleigh and Roger pirates, where would you put him? What level do you think he is?

And second question, What level is Raleigh?

Enel could have been Kuma level or slightly above had it not been for his arrogance and weak battle sense. If he's gotten any type of training to where he can gain experience and develop CoA, Enel could potentially be one of the top 10 strongest of OP IMO

Shichibukai.. hmm Crocodile would be fodder to the current luffy or even luffy at end of part 1.

Smoker as VA right now would probably wreck Enel. The dude is overhyped like a beeetch. All his lightning feats are in a area, where it benefits him. Its like freaking Akainu in lavaland xD.

enel is not kuma or sabo level.not even close.enel is not even at croco level.anyone with haki beats the shit out of enel.i say cobi,sai would give enel a tough challenge.enels knowledge of the world was small,he thought he was the most powerfull of all cause he had no ideas of the blue sea dwellers powers.his DF's a very OP fruit so if he trained i he might rise in stregth very fast but othervise he's weak.

kuma would faking one shot him.kuma one shotted the whole SH crew before TS including gear 2 luffy and non gear luffy beat enel.immunity to lightning or not non NON GEAR luffy was more then able to keep with enels movements and G2 luffys not able to keep up with kuma.

To be fair, Enel hardly used lightning that wasn't from his body prior to Deathpeia. Most people forget that most of his destructive capabilities that make him seem impressive were the result of Maxim enhancing him greatly.
