We all know Kishi loves parallels, so by looking at Naruto&Sasuke and Madara&Hashirama we can easily extrapolate that they were equal.

Naruto with half Kurama matched Sasuke with all Biiju chakra.
Hashi kicked Madara's ass, even though Madara had Kurama.

This. In the next page of that scan, Hagoromo said Ashura's chakra bloomed; that's what put him on Indra level. Nothing said he had Bijuus, Naruto's RM is what he got after getting Hagoromo yang chakra which represents Ashura who had yang powers while Indra had yin.

Also Hagoromo story has him naming Ashura as his heir which starts the brother's feud then he goes on about splitting the Juubi into the Bijuus and sending them off if I remember right.
