Well itachi has 5 for speed and kakashi 4.5 even jiraiya have 4.5 so tendo must have at least 3.5 or 4 .

You realize Itachi has a full 5 in speed right?, Plus Itachi has 3T sharingan to help his follow/react to kakashi's attack, Pain has no such tracking ability.

The term "average speed" should not be used for itachi/kakashi who are both are far above average in speed and have the sharingan to aid with tracking high speed attacks.

So Itachi dodging a similar attack that nagato didn't/couldn't doesn't mean he is slow.

All these speed feats, are what was seen in the chuunin exam, and frankly Nagato with his legs moved at that fast, at best.
