Comparing speed with deva:
Here is average speed of a shinobi:
Here is the speed of deva (Since we all know how slow nagato is himself). :
He needed shrina tensei to survive, he wasn't fast enough to dodge.

Well itachi has 5 for speed and kakashi 4.5 even jiraiya have 4.5 so tendo must have at least 3.5 or 4 .

Like everztar said scans can't show how fast he's that's why i said it's hard to guess .
that speed stat is just a hunch of mine .
You realize Itachi has a full 5 in speed right?, Plus Itachi has 3T sharingan to help his follow/react to kakashi's attack, Pain has no such tracking ability.
The term "average speed" should not be used for itachi/kakashi who are both are far above average in speed and have the sharingan to aid with tracking high speed attacks.
So Itachi dodging a similar attack that nagato didn't/couldn't doesn't mean he is slow.
Guess you're just Ignoring the scans already posted of him using speed to get behind Bee and closing the gap between him and naruto to use human path?.

Deva Path can keep up till Naruto went into tailed beast mode.

Hebi Sasuke can yes, because his speed is on the level of Kakashi's (both score 4.5/5). I still have no idea why you trying to use the term of "average speed" for shinobi who score almost Max rank in speed according to the databooks.
Nagato attacked hanzo once, Hanzo Dodged then fled the battle filed. You make it sound as if hanzo was dodging repeated attacks from Nagato.
What point of stop don't you understand?
At least he fled unharmed, Nagato got his leg burned.
All these speed feats, are what was seen in the chuunin exam, and frankly Nagato with his legs moved at that fast, at best.
He's slow, beginning part 1 Kakashi is faster than him
