Itachi is one of the smartest in Naruto, I doubt Shikamaru can plan out a command to protect Konaha like Itachi did.

he trained and mastered his sharingan so much he could beat it, remember zetsu went on about , the tool being as good as it's master,

and kakashi stated that he was as smart as shikimaru, and i believe itachi is just as smart as kakashi, so shikimaru=kakashi=itachi

Kakashi nor Shikmaru could ever think of what Itachi would do and even Itachi found a way to stop Nagato, I doubt Shikamaru or Kakashi could even think of that...

nah kakashi would of thought about that 2, and shikimaru got a 5 in intelligence in databooks, kakashi also got a 5, so did itachi, sasuke has a 3.5 and to me that dude isa genius :S

On a side note, although being able to stop tsukuyomi is really tough, there are many ways in which one can avoid it.

It depends who the user is though, if the user is itachi then OK you are finish, but if the user is sasuke then it could either way.
