Well he's not exactly evil. I mean he follows through with his plans and his actions can be seen as villainous, but his intentions are actually that of peace. In a sense, you can say he's almost like Hitler. Hitler was evil, and he did the most evil, disgusting things. But overall, Hitler did things thinking he was doing good and had what he believed to be good intentions. He wanted to help his country and help his people.
And that's pretty much what Madara is doing. He's taken in evil actions, but his intentions are to help better off the Shinobi world and the people in it. So I can't say he's exactly villainous. Nor Obito since he had similar intentions, though he was more vain about it since it was about Rin (argue what you want Obito fan boys, you can even use that bs scan with him saying it wasn't for Rin, but we all know that's pure bs.) So I'd give them both a 1 or 2, but would rather give them nothing.
Now if we talk about Orochimaru.. That dude was a villain with total evil intentions and doing things purely for self gratification and indulgence.
