It seems like most people here can't speak or comprehend English properly. Hagoromo states that in the past he gave Asura power, and left Indra with absolutely nothing, and now, with giving both brothers power the results were the same. Hagoromo did not only give Asura the leadership of Ninshuu, but he also bequeathed his power to Asura.
If we're being honest with ourselves, clearly Indra found some way to counter Asura's Six Path's Senjutsu. And considering Asura's avatar is significantly smaller than Indra's Susano'o, it's not far fetched that Indra put up a heavy.

A dishonest member of the base will say that Hagoromo means leadership of Ninshuu, and yet he doesn't give Ninshuu skills to Sasuke or Naruto. He gives them literal power. The context of this sentence is clear; Hagoromo gifted the remainder of his power unto Asura and somehow Indra managed to stalemate.
In order to make up for the past mistake, he gives that same power to both sides and the same result comes about.
You’re right that Hagoromoo gave Ashura power but what you’re talking about is the additional power. Ashura trained to gain power but then Hagoromoo gave Ashura power on top of the bodily powers he gained by training.
