how is he the weakest hokage/kage?

Even as an old old man he was able to defeat edo tensei Harashima and Tobiarama at the same time, wood element and s-rank water element attacks. So Hiruzen is stronger than the First and Second hokage even with super low chakra and super low vitality/stamina due to old age...

Oonoki would get raped if the first two hokages attacked him at the same time.
Especially if hashirama used his wood element ninjutsu against him like he did against Hiruzen.

Kabuto clearly says it was said the hokage is the strongest because he is the hokage meaning he only thought that because he thought the hokage is usually the strongest no matter who is in its position.

Hiruzen Could Not fight ninetails, There is no beating ninetails...There is no shinobi that can fight the ninetails 1v1....Even nagato the self proclaimed god , lost to 8 tails , What you can do however ....Is supress, control, and seal the ninetails......And thats why he needed Minato, why? because minato was a master of seals which he learnt from kushina , And he was perfect for fighting kyuubi, because he could barrier teleport away the tailed beast bombs....

Just because oonoki can stop a meteor, And madara can't , doesn't mean Oonoki > Madara..... It just means oonoki was more suited for that job.....
