Lol that's what i told him.... Kekke genkai allow for jutsu to be used....

Kimmiamaro's bone condition isn't the jtusu its the genetic traait.. from that trait he can use jutsu, like bone bullet... those are the jutsu..

Sharingan isn't the jutsu.... Its the genetic trait....It then allowsyou to cast jutsu amaterasu tsukyomi etc....

There are also kekkei genkai abilities which aren't techniques, but inherited abilities passed down through certain clans (however, they can be used as base for certain techniques​

Jutsu (術; Literally meaning "skills/techniques") are the mystical arts a ninja will utilise in battle. To use a technique, the ninja will need to use their chakra. To perform a technique, the ninja will bring out and release the two energies of chakra.
Dōjutsu (瞳術; Literally meaning "Eye Techniques") are genetic ninja abilities that utilise the eyes, granting the wielder ocular abilities.

And you even admit, the eyes are there to allow for further jutsu, in which Sarutobi can never perform.

I think Minato would win, Sarutobi was said to be the strongest Kage comparing the kages that came before him, and that would've been the First and Second Hokage, Minato came after Hiruzen, just sayin' though :shrug:

Would the leaf ninja not know that the 1st has moukouton? yes they did know , infact its in leaf text books, and other villagers know...


Did kumugakare ninjas not know about the thirds and the fourths abilities? ...... yes they did

Did the leaf ninja know about minato's ftg? yes they did know..... tsunade,kakashi etc....

What makes you think chiyo wouldnt know what her own kazekage could do?....

hiruzen could beat onoki with ease and btw hiruzen is great shinobi just isnt good enough for the 4th hokage
