manga says hiruzen is strongest but manga also says younger generation surpasses the previous one as we can say is not always the case.....
its the basic thing for a writer to write things suitable at that time.... in part 1 there werent many strong characters introduced even minato hadnt had any debut in part 1....it was suitable in part 1 but in part 2 i also agree that 3rd raikage might be stronger than the third hokage....
so dont just blindly follow manga use some logics , deductions and etc etc...
you only say based on the techniques and fights showned in manga wh do u think will win...???
